No, you're missing the third option that was confirmed to me after I asked. That whole bottom PM part is a general rules everyone gets unchanged.

I had 3xp last night. I spent 2xp on Tier 1 during the night. I got the info that the command is sent during the day. I got 1 XP today. I have 2xp.
