My guess is, that's where my role power as cop comes into play. I can identify who is behind each token and we can kill based on that? Though since actions don't get performed until Night, it won't be much use for the first night but assuming Grizzly isn't lynch'd day 1, his power should be able to kill anyone that night.
If you have to claim, we should have you claim you will target players, not tokens.
Why is that? What if other peoples powers that target others only target tokens, won't that cause me to seem suspicious?

I'd say it means we should only have to be worried about two people having powers depending on what chance they got.
At the same time, they may keep it for a later night. Nothing says you need to use the card that same night.
So I think it's likely that C9 and C10 have been used. C9 for Train, C10 for Rocking Horse. We don't know what Cannon and Bag received at this point, but it seems likely 1/3 of chance cards are already in play.
Players in Jail can't vote right? Since they can't submit a command at all right?
Or is it just actions like Kill, etc that Jail stops you from doing?
